Michael Stephens: From Air Traffic Controller to First Black CEO of Tampa International Airport

Michael Stephens has shattered barriers to become the first Black CEO of Tampa International Airport (TPA), a role he will assume in April 2025. His appointment by the Hillsborough County Aviation Authority Board marks a historic moment for the airport and highlights Stephens’ impressive trajectory in aviation and leadership.

A Trailblazing Career at TPA

Stephens has been a member of TPA’s executive team for nearly a decade, currently serving as Executive Vice President and General Counsel. During his tenure, he has established himself as a leader in cybersecurity, data privacy, and operational innovation. He has even testified before Congress on critical issues, earning a reputation as an expert in his field.

Reflecting on his new role, Stephens expressed gratitude and excitement:
“This man [Joe Lopano] has incredibly massive shoes that he’s left behind to fill, and so having that opportunity to put my stamp on it, building off of what he’s done, it’s starting to hit me.”

From Humble Beginnings to National Recognition

Stephens’ journey began far from the executive boardroom. With a background as an air traffic controller and experience in two branches of the military, he brings a wealth of knowledge and discipline to his new role. Stephens has also contributed significantly to higher education, surface transportation, and cybersecurity.

“I’m digitally fluent in the future. Innovation is my realm,” he said, emphasizing his passion for bridging tried-and-true practices with cutting-edge technology.

Leadership and Vision

Outgoing CEO Joe Lopano praised Stephens for his intelligence and drive, comparing him to himself 15 years ago:

“It’s time for someone new and younger to take over, and he’s the guy. I think he’s going to do a wonderful job. I’m proud of him.”

As the incoming CEO, Stephens will oversee 670 employees across TPA and its three satellite airports: Peter O. Knight, Tampa Executive, and Plant City. He is also eager to strengthen community partnerships and foster greater unity in the region.

“I want to leave this community much more connected, much more unified, having still the best airport in the country—if not the world,” he stated, envisioning a future where Tampa becomes a global hub of connection and pride.

A Stellar Academic Background

Stephens is a graduate of Morehouse College with a Bachelor of Arts in International Relations. He holds a Master of Arts in International Affairs and a Juris Doctor from American University. Additionally, he has completed the Advanced Management Program at Harvard Business School.

His affiliations include Leadership Florida, the Florida Bar Association, and national organizations like the Pace Center for Girls and Airport Council International.

The Road Ahead

As Tampa International Airport’s fourth CEO, Stephens takes the helm at a pivotal time. With a focus on innovation, inclusivity, and operational excellence, he is set to lead the airport into a new era. His story is an inspiration, showcasing how determination and vision can break barriers and set new standards of leadership.
